On November 8, 2013, Citizenship Immigration Canada (CIC) announced that from November 9, 2013 to October 31, 2014 they will accept a maximum of 12,000 CEC applications, “in order to manage intake, maintain reasonable processing times and prevent a backlog from developing in the CEC”. CIC also introduced a 200 application sub-cap to various occupations, as well as the elimination of 6 previously eligible CEC occupations as a result of an overrepresentation of certain occupations.
In particular, the 200 application sub-cap has been placed on National Occupational Classification (NOC) B occupations, which include technical, administrative and skilled trades jobs. However, NOC 0 and A positions for managerial and professional occupations will remain unaffected by the 200 application sub-cap. Additionally, CIC has eliminated the following occupations from the CEC program:
· cooks (NOC code 6322);
· food service supervisors (NOC 6311);
· administrative officers (NOC 1221);
· administrative assistants (NOC 1241);
· accounting technicians and bookkeepers (NOC 1311); and
· retail sales supervisors (NOC 6211).
As of November 9, 2013, CIC will also determine whether applicants meet the minimum language requirements from the outset, screening out any applicants who do not meet the Canadian Language Benchmark (CLB) of 7 points. For additional information, please contact Green and Spiegel, LLP
